The use of certain processes may take some time since its creation until its popularization. The conduction of clinical trials in Brazil follows this premise and, in the last years, we notice an increase in the number of professionals interested in joining the sector. Ten years ago we proposed the creation of the Nucleus of Research Support (NAP), at the Federal University of São Paulo. Its creation was authorized by the current rector Dr. Hélio Egydio Nogueira, in our opinion a visionary and great entrepreneur.

NAP main objective was to advise researchers who, at that time, were being invited to conduct clinical trials, mainly by private companies. The creation of such structure was originated by the need of the institution to map studies, keep their budgets in accordance with the needs of the project, teams involved and about the institution itself. Resources originated from clinical researches in public institutions must be used to subsidies studies from the institution itself and improve its structure by improving service quality for users. In the occasion many professionals barely understood the needs of this sector. Today, however, there are several entities that no longer admit the conduction of projects without having the studies evaluated by specific groups. Is always worthy the concern of such groups, in opposition to the primary objective of generate improvements that end up leading to slowness and becoming institutional “maneuver mass”.

We can not talk about protection of subjects without study locations having structural conditions, personnel and management specific for the needs of each phase of a project. The simple analysis for study authorization guarantees not only an initial evaluation, before it includes humans. If we don’t guarantee an effective management of the services conducting the projects, as well as institutions supporting the studies, we will be not only letting financial resources to be badly used, but we are also allowing the exposition to unnecessary risks for the subjects participating in the projects, due to the inefficiency of structures or teams or due to general need of a project demanding shot, medium and long term planning.
